The native americans, all manner of asians with no concept of the judeo-christian god, all sorts of african tribal organizations, etc. In puritan New England, marriage was specifically a governmental affair, removed from the church. And as shaeon more importantly mentions - the concept of marriage is one that carries on today by all manner of people, including atheists, satanists, homosexuals, pious churchgoers, low-life scumbags, and any and all other manner of person that can be thought of.
