Now I know the page still is not 100% valid, but the onMouseOver error doesn't have anything to do with the problem I've been having.

To recap: I would like to see the outer DIV, which is the same width as the menu bars & banner, surround the inner DIV containing the content, in the manner of a picture frame.

And yes, I know I have some layouts on this page in tables, but the real project is a quick-and-dirty alpha release that will be refined in the future. But without this basic layout I don't know if I can get it that far...

add:

* { position: static !important; }
#frame { overflow: auto; margin: 0 auto; }
#frame * { margin: 0 auto; }

Would that be to the html page, or the css?

Thanks so much, reisio, that did the trick! My only boondogle now is that little gap between the top banner ("Image Missing" NIN style) and the main menu bar (the orange one). I can't seem to close it. But I'm betting that's just another matter of positioning...
