Lists in paragraphs can be fine, I can list things in a paraggrahp while talking or writing so yes... but it sounds like you are just trying to use the paragraph to determine the styling by just wrapping it, and that goes against the point of semantic markup and seperate styling. The C in CSS stands for cascading so start with some generic style decalration to the body element then everything under it in the cascade will inherit, then tweak child elements as needed.
