The bandwidth gain doesn't really stand. At most your navigation, header, footer, doctype, link tags, ... will take a grand 4kb of markup and the images will be cached on the first page. Now if you're really concerned about the bandwidth, enable GZIP and voilà. Problem solved. An IFrame is just like another window. There's no magic in there. You can style & lay it out it in it's parent document, but what's inside it is styled .... inside it. The document loaded in it has its own CSS. Everything* "resizes" if you size using % *: but background images. CSS3 will change that. One last note. IE is crippled with bugs. The way to go is to design your site in a real browser ( read: Safari, Opera, FireFox or Konqueror ) then do some voodoo to get it working ok-ish in IE.
