Alas, knowing if the user agent is in [u]online mode[/u] or not is nowhere near as useful as knowing if a network connection is available. I'm sure I could find someone who use the offline mode some times but that's certainly a minority. The changes brought by the WHATWG go in right direction. Having an event fired when a connection is lost or retrieved will prove very useful, especially on devices.
