If they're boasting about 99.7% uptime, they can give you an SLA contract stating that. If they refuse to, it's an indication that they aren't confident in their ability to deliver. And, yes, the failover to the secondary link is entirely possible. Hell, under Linux I'd use a shell-script that pings a local external* address (like, say, the other side of your ISP's gateway) on a regular basis and, if it fails to contact it during a time-out, it drops out that interface and brings up the alternate. I have no idea how you'd do this under Windows, though. *[small]I know this sounds like a contradiction, but it really isn't. Your ISP's gateway will be part of your local network once oyu're connected because it's your gateway to the extranet locations.
