Dropdown menus should be banned. This is not me judging you iconian. This is me just having finished a dropdown/flyout menuing system with a total of ~100 options to be found. That's a website that doesn't understand its purpose. Anyway, DL's correct. No way to do it with a <select>. If you must, use CSS divs and wrap in Javascript to hide/show the options.
