Maybe an outline form of here's what's going to be submitted as the layout. Here's what CSS rules need to apply (CSS2?) can we use any of the css hacks? What browsers must it be compatible with? That sort of thing. After those are decided, then we just need to come up with the initial layout. Are we going to mess with putting actual graphics in there? I don't think that would be necessary.
