I'd probably use [url=http://mplayerhq.hu/]mplayer[/url] to rip, then [url=http://ffmpeg.mplayerhq.hu/]ffmpeg[/url] or [url=http://mplayerhq.hu/]mencoder[/url] (they do many of the same things, being mostly from the same codebase) to handle splitting from video to individual frames and vice versa. There is video editing software that can apply "effects" without need for manual separation, etc., though, so you might want to choose your path based on what effects you want to apply, and whether you really need to split to individual frame sto do it.
