I find that it is useful. The issue about a new browser version is somewhat mute. As the file is zeroing out all of the browser defaults the worst case scenario is that a new version of the browser will add some additional default setting that is not accounted for. The reset is plain text so you can make a modification to the file yourself without much hassle.
