It's easier to develop on a standards-compliant browser and then fix IE problems than it is to go the other way around. IE is a total piece of garbage with regard to standard compliance as it stands today. I have done some testing on IE8 which does address some issues and it's a tantalizing prospect for the future, however it is clearly demonstrating some rendering issues that other standard compliant browsers are NOT having, so only time will tell if that's going to work out either.
