Maybe the edges had slightly translucent areas before you saved it. Maybe it's just JPEG. Either way that image should definitely not be JPEG.

do JPEG's often have this issue? I have never had this problem with JPEG's in previous versions of Photoshop...

I don't remember running into this with JPEGs generated from images with completely opaque pixels, but that's just the thing with JPEG - the artifacts from lossy compression make it imprecise. Like I said though it's academic - that is not a photograph & has no business being JPEG.

It rather looks like a bicubic interpolation artifact. You must have resized the whole image/layer and ugly bicubic contrast bumps have been introduced.

I usually avoid bicubic like the plague, but when I have to use it, I duplicate the layer and merge these "twin" layers again and again to get rid of the artifacts on the border.

one last note: It's definitely not JPEG artifacts. Those appear on 8x8 squares, due to the DCT, especially in areas with high frequencies. They result in very local patterns of frequency noise. ( i.e. small stripes or set of dots of undesired contrast or bleeding color )

have upgraded my version of PS and i am not suffering from this problem any more!!
