An interesting description of the middle ages (Western Europe starting around 1000) was that the Catholic Church and monarchies were imperfect institutions that while not overly effective created the base for more effective ones to take their place. Their failings allowed them to be taken over afterwards by more effective institutions but for the time they were needed. That view is biased by viewing history as an inevitable march towards an end point, but not without merit. Today our better institutions will be harder to replace since they have less obvious/damaging faults.
