You can/should couple it with the image replacement technique of your choice to cover the special cases ( images on/off + CSS on/off ) so that you still have a plain text fallback. All that makes for a fast ( to download ) and accessible navigation. OTOH having IMG tags in a navigation doesn't bring anything or make much sense. Navigations are not illustrations.
