It was a poor system - I am an exemplary buyer, always have been. But at one point, a seller quoted 7 days to ship maximum and took over a month. So I gave him neutral feedback (exceptionally kind, considering). Promptly, I got neutral feedback with no explanation. I complained, nothing happened. The guy had done this repeatedly, and then offered mutual withdrawal to improve his feedback rating - I saw negative feedback disappear before my eyes. So in this case, it was completely abused. A much better system, IMO, would be to keep feedback hidden until both parties have responded. For the money side, I have no idea personally. Never sold anything.
