I've only used Partition Magic for windows DL, but I'm sure the one I used for Ubuntu works for windows too and it's free. It's calledd...toddles off to check QTParted I'm not 100% though I'm sure now that Ubuntu can read/write to NTFS that is should work well.
Download dot com has a good selection free and trial which I'm sure you've checked. Sorry I have not used any of them.

Have a look at the contents of http://www.ultimatebootcd.com/ It contains quite a list of different partitioning tools and other setup, diagnostics, maintainance and repair tools.

I gotta say though, Partition Magic is probably the best partitioning tool out there for Windows. Not free, however.
