DL: I'll take a look at Plogger..have you looked at PixelPost? http://www.pixelpost.org/ For the static content, reisio means pages that exist without having the server create them via SQL or similar, it only needs to serve the files. I do agree with that to a large extent. For one thing it makes backups and migration to a new host a no-brainer. However, I don't see myself keeping a blog without a CMS (for search, categories, web updates rather than FTP, etc.). So that part will remain dynamic.
