If they say it's dedicated, that means that you should have exclusive use of that IP and it is not shared in a different way. The only reason you would need a dedicated (or fixed) IP from your ISP is if you want to run a server that offers services to the outside world. If you have a server at home, for example, and you want people to see a web site from that server or to allow people to login using ssh or ftp, you would need a fixed IP so they will know where to go to find your server. Normally, each time you reconnect to the ISP, you will be assigned a different IP. This means that anyone who may have come to your server for information will not know how to get to it because it's sitting at a different IP than the last time they came there. I'm a little confused by your question, because you say it's your web host that's offering the fixed IP. Fixed IPs are offered by ISP. I can't think of any reason you would need to pay extra for a fixed IP from a web host. It has to be at a known location for people to get to your web pages. If they are moving the IP of your domain name, no one will be able to see your page, so the IP at your web host needs to be fixed. But, that is the default state any time you register a domain name with a host. It should not cost extra for a fixed IP for your domain. . -- not necessarily stoned... just beautiful.
