That's definitely HDR ... (or very high ISO) ... btw I think that the effect usually associated with HDR is garbage ... which happens when hdr is done incorrectly (not enough differently exposed shots or incorrectly exposed shots combined resulting in ugly dark/light edges and overdone contrast) imo emulating hdr is even worse. The general idea of hdr is to provide equal amount of detail on all levels of lightning.
