Why would anyone want to take the elegantly designed bicycle and make it harder to use? The only thing I can think of is that the creator thinks this will provide a better work out, but cycling actually provides a very good work out as is (and running or jogging puts a great amount of stress on the joints and feet). The webpage goes into detail about the how, but it doesn't seem to address the why. Just because you [i]can[/i] do/make something doesn't always mean you [i]should[/i].
