But let's face it these measures are useless against serial trolls and attention whores. Absolutely nothing can prevent them from registering new accounts, using a proxy to bypass an IP ban, and repeat history again and again. The only semi-efficient way would be to have some form user rating, and an option for the Mad Scientists to mark a user as an alias of another one and make them share the same rating, maybe with a penalty. But that's more work, for little added value as the signal to noise ratio is quite good. The vast majority of users do behave and manage to ignore the odd ones.
