One can't believe because there is no basis whatsoever for believing that anything can move faster than light. I believe that there is a high probability for extraterrestrial life and some of the instances may be a few million years behind or ahead of us in development. I also believe that if they possess the ability of interstellar travel then they would first use up all their least expensive options such as terraforming planets and colonizing neighboring star-systems. Would we humans build a huge and infinitely expensive ship capable of interstellar travel and sustaining life for thousands of years and send it on it's way (with people on it) into the void in hopes of finding another inhabitable planet? (and then making contact with it's inhabitants?) Maybe I'm pushing my theory a little bit too much here but seriously ... what kind of motivation would we need? Would we want that ship to return or at least send word? In maybe double the time it took for it to get there? Would we find the risk of finding or not finding intelligent life practical for a 4000 years long project? A fleet of robotic reconnaissance ships sent in all directions sounds much more likely. Even then it would take thousands of years for the reply to reach us. Still it sounds like something we would do in dire need.
