It all depends. Visit opensource.org for details. Generally, if you're running the website as a service (ie. you don't hand out source or binary for the website), even GPL is usable (might have changed in the GPL 3.0). Under the GPL, you hand the client the (binary) website, you have to hand him the code as well, and he's bound to do the same with everybody he hands the website to.
