So it seems to me that someone should be able to use that (and "spoof" their country to another besides the UK) to access blocked YouTube stuff... As I am not in the UK, I cannot verify this, but I often use such a technique to get around the annoying IT controls here at work... :D As I assume that it is YouTube that has done this (according to the article), spoofing your IP to be that from another country other than the UK should be able to get around it. Just do a google search for "hidemyass", for example...
