Hi fellow asylum mates! I'm new around here, and fairly new to photoshop, but have mastered some of the basics. My recent adventure is designing custom banners with an image in the background with a glittery text overlay. I've got the layers assembled, etc. etc. but the problem is..when I go to 'save for web' and make all the animation settings, etc, it's not flashing like i want it to...I want the image to stay put and the glittery text to be animated...any suggestions?

Hello and welcome to the Asylum soapgirl.
We'll need a little more information in order to help you properly.
Are you saving your animation as a .GIF file?
What version of Photoshop are you using is useful to know too but not essential. Have you set the animation to loop?
It would also be a great help is you have a link to look at the file on-line, either the finished file or the PSD file.

That is actually going to be very easy!

You will need to start with that pic as your basic "pic".

Then each pic you copy and set above it, you will alternatively deck out a light (and then in another frame, introduce it accordingly).

Since it will be an animated .gif, you will want the number of total frames to "end" in the first frame, obviously (meaning that you will be including the base, original as the last frame, so to say) that will complete the loop.

For this is basically what you are going to be doing - creating a series of frames (pics) that differ from one another, that lead into a loop (meaning that it will repeat itself seamlessly).

As WebShaman says this is a relatively easy process if all you want is the pink stars flashing.
Here is a video I made for you to show the process I followed.
It is a rather large file size for what it is 30.2 MB, I haven't figured out a way of reducing the size of the video and keep the quality, yet.

I've just started using this wonderful and free little programme called CamStudio so hopefully in the future I'll be able to make better videos with a smaller size file.

Photoshop isn't right for animations unless you're on Photoshop 6 or 7, then it came bundled with a second program for animations.

You're better off using fireworks these days.
