It's defined as 1. If it were anything else, you would just multiply the 1 and the PI by the relevant units and get your answer. Also, unless you're doing something crazy, you generally don't need much precision. For napkin math, 3.14 or 22/7 work fine. When writing physics code or something, I tend to just use whatever abstraction in built into the language I'm using (M_PI, Math.PI) since if you have something revolving 1000 times, 3.14 starts to become very different from 3.1415927...
