Topic: tool to simulate slow network

hello, does anyone know of a tool for windows that simulates a slow network connection?

i would like to use it to debug a flash/flex application in a real-life scenario.

ideally i would put my files in a folder and then view that folder in a webbrowser where the files are loaded very slowly.

Haven't played with WireShark but I suppose that's something it should be able to do.
