Lots and lots of circles with ChOps.

Noise + Threshold.

Definitely lots of Clouds and Difference Clouds.

The only thing that I can't quite put my finger on is the hues. Mostly a product of Difference Clouds in different R, G, and B channels? Gradients with some Diff Clouds applied to said Grad? Clever Grads with tricky Blending Modes?

Well, that was an entertaining exercise. I haven't flexed those muscles in quite awhile.

Spam or not, I'm inclined right now to let it stand. But we'll see.

I take back Noise + Threshhold. It looks like that was the base, but there is a bit of variety and blur in there.
Probably a small amount of Noise,
maybe Levels,
Copy,
Gauss,
maybe Levels here,
and Overlay or some such.

It could've been done with clouds, but somehow I think this is just an image he nabbed from our friends at NASA.
