I think the right tool for this job is a content management sytem. You supply the design, they supply the content, and the CMS will keep them from screwing up your work. |

If money is not available for Dreamweaver or Contribute, then take a look at the Composer included in Mozilla. It will allow her to do basic editing point & click style. |
