I need to build a page that a programmer can built/update a progress chart and the user can view the progress..eg.. progress of a project, in percentage maybe...

I need to build a web based system which a user will log in to the system to made a request for change in any of the system in my company. When the system is being maintained or in the changing progress..the user can log in and see the progress of a change and the programmer will be updating the progress time to time for the user.

You really havent given enough information.

I think JavaScript can do what you want , but you'd have to update the page, every update, it would be very hard for javascript to know what uploaded and whats not, JS could find out if a html page or an image is there, little else.

Here is a page that uses javascript to build charts on any given page. The issue I think we need more information from you on is how you want to specify the contents of the chart. http://www.insidedhtml.com/tips/contents/ts13/page1.asp
