I'm not sure that it applies to all sites, but there have been some lawsuits over commercial sites, where the prosecutors claimed that the sites failed to meet some old Accessability Act that I forget the name of. That old law was made before web sites were developed, and it's unclear whether it actually pertains to them. Nonetheless, accessability is a valuable and important quality for a web page to have; especially because it makes you look better as a designer.
