For starters, screen sizes are theoretically limitless, and so then are resolutions. How would you account for non-standard resolutions? What about people who don't maximize their browsers? I run 1280x960, but my browser window is usually in the vicinity of 800x800. If you want things to be completely resizable to match the viewer's screen, the only feasible way is through something like Flash. But again, the question: why?
