My advice for that specific design is to fade the picture of the streetlight out at the edges and use CSS to position it in the middle of the page and not tile. It should look much better. However, it doe seem like there is too much of a contrast between the colours (it goes from black to white) and, unless you aren't going to put anything in the middle (or if you do you need to cover it over), then it doesn't really work as a background image.
