External stylesheets are certainly supported, and IE4 even understands the @import rule (although there is a way to make it not). As for CSS layouts, could you show us the page you're working with? From my experience, IE4 botches floated layouts, because ot has an incorrect "float model." Absolute positioning works relatively well, and I'm not too sure about the rest.
