I'd focus on h-t-m-l and layout techniques: css also, can help a lot. [edit] Let's "do" a little more for you: web pages are NOT static images. They can't be "zoomed", since they are made of several, interdependent elements. What you want to achieve is called a liquid web page, where elements keep a coherent relationship... fine by me. What you'll need to do this is layout techniques: old-style tables/frames based, not recommended, or new style css styles and layers, highly recommended.
