I am hoping you guys can point mein the right direction so I know where to start.

If I want to build a database to provide dynamic content to a webpage and I want some of the content to also include pictures rather than just text in the database. (ie... The database may contain the file name and know what dir to look in to display it etc..) What would be the best database and interface scripting language to use.

Like:
PHP and MySQL or
ASP and Access
It does not have to be a huge database maybe up to 500 entries on the high end could probably be far less.

For example if I want to sell cars and I want to generate a list based off database entries. That list may have a thumbnail pic of the car that is associated with the database entry . Then when you click on the pic or a link you get a more detailed info page about the car with additional pics of interior and different angles and such.

I just need to know where best to focus my research efforts on this so I am not wasting my time. I am really not sure where to start.

Doesn't really matter, they will all handle this about equally. I'd go with PHP and MySQL because it's easy and you can find hosting for it easily as well.

Either one of those combinations will work fine for your needs. The best combination would be the one your most comfortable coding with.
