OK, just some thoughts. Hope they're constructive.

First of all, I'm on a broadband connection, but the preload still took quite a while (about 20-30 seconds, I guess). I can't imagine what it would be like on dial-up, though. Even stranger, though, despite the fact that the whole site preloaded, I found myself having to wait for of the pics to load on the art pages. Not sure if this has anything to do with my cache settings (don't think so, but)...

Also, your font sizes aren't fixed. I'm usually not a fan of fixed font sizes, but if the design is not fluid they are really a necessity. As it is, the design broke down when I made the font bigger (ie, text and links couldn't fit into the space available).

Minor thing: I had no idea what "wps" meant at first. Maybe that's just me. I had to mouse over the link to figure out what it meant. I understand you have space considerations in that section, but it's something you might want to think about.

Colors: I like the basic color scheme, actually, but you have an awful lot of other colors thrown in there as well. The background for the news page, for example, seems a tad off. Why not just make it the same color as your site background? Also, your text colors are confusing. In the interface white is for links and yellow is for non-link text, but in the central window white is for non-link text (and you've got some green thrown in there on occasion, too). Oh, and the "site design" links at the bottom of the page mouseover as yellow rather than white, which can be confusing. As for text, I would pick one color for plain text, one color for links, and maybe one for highlights, etc. (although I don't think you need it).

Back to the fixed design thing: if the site is designed for 1024x768, why all the white space on either side of the interface. It gives the whole thing a rather claustrophobic feel, especially since the content window is so small (which is another gripe, I suppose). And you've made the window non-scrolling, so it's not as if the extra space is for 800x600 users (since they wouldn't be able to see the bottom of the interface).

Personally, I'm not a proponent of fixed design, but I understand that some people are. If you're going to go with fixed design, though, you need to make sure it works on all levels (ie, fix the font sizes, allow users to scroll or make sure everything fits in the smallest resolution, etc.).

These are just some things I noticed as I was looking at the site. Take the comments for what they're worth. I hope they can be of some help to you as you work to improve your site.
