Check this out with MacOS 9.2.1 or lower and a 4.X version of Netscape:

All of the text blocks(table cells I think) look like they contain "static" or display with a strange background pattern which is gray and not actually included in the html. Anyone have ideas?

I didn't create the page, I am just being asked to fix it.

Well I don't think your problems stop there and not just with MacOS. I just viewed it in NS4.7 on PC and it HATES IT!

When you scroll the page it just gets ALL SCREWED UP. I can give you a screen shot it you want. There is a problem with the background images. I am not sure why they wanted to design it that way but whatever.

In IE the background in repeated for me (1280x1024). You have the logo on the left hand side and then it starts over on the right hand side.

I think that if you use the images within the cells themself instead of background images a lot of your problems will go away. Just a hunch though.

Just let me know if you want that funky NS4.7 screen shot.
