I don't understand either. An image map is an image. I have never heard of being able to change the image map's background with CSS. |

I assume the effect you're trying to create is a polygon full of color. I doubt there's a way to do that without making some sort of rollover (multiple images swapped). |

Nope. You'll probably have more luck with some sort of transparent overlayed gifs. |

either that or go for a whole world of pain using vml or svg to draw the country and its areas and then use script to change colours area colours on mouse over |

you can have the big image but unhide layers over the states onmouseover.. |
