is it possible to modify images with CSS? like.. for example make an image black&white or blur the image. I know, for IE it is possible with FILTER, but is it possible with Netscape?

No, as far as I know these effects are only possible in IE with Microsoft's filters.

You can change the opacity in Mozilla using the "-moz-opacity" CSS property, though. And with some luck the Mozilla developers will take some more steps down that road and also add other filters to their Gecko engine in the future, who knows?
