I heard that cel-shade graphics can have a lot of stuff on screen and at the same time still run at 60fps...That sound amazing if its true....

You mean realtime? And it depends on what platform you're talking about. I think cel-shading promotes the lack of using bitmaps for texturing. Most times, rendering time is lengthened the most by bitmap textures and then other fancy things like reflections and such. Cel-shading generally uses base colors which takes very little effort. So what you're saying is, in a sense, a half-truth but, like I said, it depends on the platform I think.
