I havn't used zend's stuff but I find this very good.

An IDE for PHP that actually supports step in step out, breakpoints debugging, function insight, F1 opens help, javadoc compliant comments and function syntax shows up when you hover over a function... and more... and it's free...

What? what's that? where?
Oh, silly me http://www.maguma.com/en/lightdownload.html

Three packages are available, I choose the middle one, IDE, debugger, PHP, HTML chm-files but no webserver/php (got that). A bit tricky to set up the debugger, but holler and I'll help if needed.

thats pretty much what I have been using. Usually I use dreamweaver, but whenever I'm learning a new language I do it all in notepad for about a year and than some sort of editor that has support for that language. (don't ever want a tool to become a crutch). Than for mega speed, I'll do it all in dreamweaver. But Maguma is good.
