I'v used cygwin with bash only, and it worked reasonably well. I needed to compile a simple windows C dll one time and it was easy enought after getting cygwin with gcc (and finding the right switch). Alas, I've never done much more with it. Maybe you could consider one of the 'virtual box' solutions (like vmware, and virtual pc, which I believe MS aquired recently)? They're not free, but they work well, and vmware at least has a free test version.

I'v used cygwin with bash only, and it worked reasonably well.
I needed to compile a simple windows C dll one time and it was easy enought after getting cygwin with gcc (and finding the right switch).
Alas, I've never done much more with it.
