I can use my influence as a old fart in the 'net community to get a SysAdmin to give me this information, or simply to allow him to go and dicipline his own user in his own way. Law and legality is important, but don't you forget it, the internet is held together more by people who just give a shit than it is by lawyers! That's what I meant to say when I posted [whatever nonsense] I might have posted. So! If I run across any really blatant abuses in the system (this or any other), I'll just do what I always do, talk to the guys who really make things go, and between us we'll do the right thing.
