Anyone have any good resources that detail a lot of the conventions and functionality of meta tags in common search engines, and how to maximize their effectiveness?

exhaustive and correct, even has some handy tools for you to use for free, they are scaled back from the versions he sells but there's more than enough there to put you way ahead of most people.

I think the GurusNetwork had a pretty good Meta-tag creator. Fairly sure it was GN.
