Its hard-nosed, cynical population of 5 million are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."
The government -- a sprawling, bureaucracy-choked, corrupt, moralistic, socially-minded morass -- is effectively ruled by the Department of Law & Order, with areas such as Religion & Spirituality and Social Welfare receiving almost no funds by comparison. The average income tax rate is 46%, but much higher for the wealthy. A very small private sector is led by the Gambling industry, followed by Arms Manufacturing and Trout Farming.

Woooooooooooo trout farming!!!!!!
and this:

It's up to you. New nations begin in the Pacific, but you can move out. You can even start your own region. This is a good idea if you're playing with a few friends: create a region and all move there.
So why not start our own region (Ozonia?).

[Edit: Yeah, it's fun to fool around with, but if you try to actually govern your nation wisely, you will soon discover that every action has a negative repercussion, and you'll end up dismissing issues if you'd rather not deal with those negative consequences. Then again, there are only about 30 issues, so if you do something that has a consequence you don't like, just change your response the next time the issue comes around. Of course, you can never go back to being neutral on the subject. I'm starting to understand why real world governments often try to do as little as possible...]

but this looks interesting:
