Preserved Topic: General dHTML question... (Page 1 of 1)

I am looking at updating a site and thinking of implimenting some sitewide dHTML. My main idea is to have pseudo-frames on every page. IE the menu and pieces surrounding the text are layers and the page text is a layer and the text scrolls underneath the menu and within the borders.

Anyone have suggestions about something like this? I have done jscript and layers but never thrown them together in this fashion before. Is it a good idea? Will it transfer to different platforms/browser combos? Are there other things people might recommend doing instead or things I should be aware of?
