with these commands we can change the color of the scrollbars and arrows.

scrollbar-track-color: white;
scrollbar-arrow-color: black

but is there a way to add a picture or a background to any of it?

Nope...not that i know off.

Although there is a way to make scrolls with javascript now you could add images. But i don't know how this works.
