threep uploads the pertinent parts of his site to a wwwebserver, plays a patriotic song in the background, and posts his dilemma:
"brothers, sisters, inmates - lend me your ears!
i come, a humbled man, before you, as one vanquished by a devious cross browser issue - one that has taken up way too much of my time.
if you can summon the courage that such a commision requires, look at this site in IE, to see selection box sitting right where it belongs. beautiful, hey?
now, take a deep breath, and view the horrow in netscape. the devious dropdown box mercilessly encroaches upon the area of the other div, leaving all of the universe in a perilous state of imbalance.
thus, i come issuing the petition that some fortuitous being do their part to right the wrongs that exist, to take a step forward in the direction towards the betterment of humankind, to lift the spirits of the nations, and SOLVE THIS PROBLEM!
trust me, the rewards overshadow that of any other discovery - the feeling of accomplishment, the ability to walk with pride, to hold one's head up high, knowing that one can vanquish the perils of cross browser chaos!
brothers and sisters of the asylum - the world needs your help today!"
threep salutes his audience, and steps down from his podium, fists punching the air, marching in time to his patriotic tune, which is accompanied by the vocalised emotions of the crowd that has now been stirred to action, and is driven away in his black flag-ornamented limousine.

Don't know if it's what is causing your problem for sure, but try this:

put your '<form>' tags outside of the <td> where the select menu is located.

so it'd be like -

<form>
<td>
<select blah blah>
<option>yadda yadda
</select>
</td>
</form>

It makes a big difference on how the box takes up space!

threep bows his head in both appreciation and dissappointment, and reports:
"kind sir, it has been done as you suggested, but to no avail. our planet is still in a state of chaos and anarchy, and will remain so until control is taken over the renegade dropdown box."
turning back to the rest of the audience, he cries:
"i will go to vanquish this fiend - who will go with me? we are fighting for freeedom!"
-and with this cry, threep rides off, over the horizon, sword and spirits upheld by his muscular biceps and the preceding attempt at ending the reign of his nemesis, the dropdown box, respectively.

oh well.

You may also want to take the style info out of the DIV tags, and put it all in the style sheet where it belongs. might not solve your problem either, but it's the better way to do it.....no sense having style info scattered all over your page, and I do believe it can cause some problems as well.

You could also cut the size of style in half, because you have a *ton* of repeated info that is not needed.
