I'm making a personal page that I can post my 'art', writings and have a weblog to go along with it.
My question is...
Do I have to update the HTML everytime I want to post a new log?
Isn't there something like this forum that I could log into and Update it as I see fit?
Or some other JS that would allow me to do something similar.
If so can you point me to it. Please.

greymatter is the best, it's free, extremely simple to get up and going and has a ton of customizable options.

that said, maX's idea is great too, you may not need a monster like greymatter, there are lot's of little simple newsposting scripts out there, you also may try the subheading, "content management" for some easy update stuff.

I'm starting to run my entire site off of greymatter because it's so powerful. I've got two copies running already and the third is half way through getting set up right now. The thing about blogger though is it's external so you have to rely on blogger.com to run your scripts. Greymatter runs straight from your cgi-bin and all the files reside on your server. This is great because you can play with the scripts if you know perl and add variables etc...Also with the hacks and mods such as the photolog you can display greymatter content nearly any way possible with just a regular web page. The variables and templates also make it extremely easy to keep your site uniform without doing tons of coding. Greymatter is what tons of personal sites run from alone.

Ok I definately decided to stick with Greymatter.
Now I would like opinions on a Host. Who is offering the best for the least, or even free?
Just until I build a solid site that I can transfer over when I feel it's complete.
